25 June SHWG meeting
One of our members attended the meeting. Here is a report.
The group of landlords, letting agents etc numbered more than 20, if not over 30, I estimated, although there may have been a few more residents than the two I recognised. Ron Armstrong chaired and I felt he did a very good job in difficult circumstances - the atmosphere was such that I did wonder if the Police Officer in the room was there to hear the meeting or deal with a possible riot. Although I believe the public had no right to speak, Ron asked the various groups to each select a representative to comment for them.
The main points of business and interest were:
- The Student Housing Strategy Paper (Mark Ellis) that was discussed at the meeting on 23/3/09 will be ratified at the Housing Planning and Transportation Committee meeting on 23/7/09. This is a public meeting so anyone should be able to attend. This autumn, at the earliest, there will be a survey on additional licensing of HMO's to include those with only 3 or 4 tenants. Landlords etc indicated they were against this.
- The voluntary code of practice on letting boards - only 10 of 131 companies have signed up to it. For the scheme to become mandatory will require action from central government. Surveys are underway to see if there is enough evidence to persuade the government to make the code mandatory.
- Purpose Built Student Accommodation. There is planning guidance dating from November 07. At the moment there are 694 beds completed since Nov 07 , 618 under construction and planning permission gained for another 4000+, but some of these will probably not be built. There are a number of planning applications ongoing. Emma, a member of Council staff I , gave an update report on the Student Accommodation policy - despite it being a factual update report some of the landlords/letting agents frequently interrupted in a most 'assertive' manner to make points (rarely relevant) or argue. Emma managed to continue calmly through her report and refuted many of their arguments with the facts. Landlords/letting agents seemed to be adamantly opposed to Purpose Built Student Accommodation - they expressed the opinion that there is sufficient accommodation in the community and no need for any more, especially given their views and their questionable figures relating to current and future student numbers. They didn't seem to have any grasp of the fact that the massive expansion in student numbers in the last few years has not been matched by appropriate building of new accommodation and so the planned future building is to attempt to redress the current severe imbalance. My personal impression is that they were most, if not exclusively, focused on any reduction in their own personal businesses or surplus of housing that might lead to market forces lowering rents.
The next meeting of the Shared House Working Group is on the 4th Monday in July (27th I presume) and Letting Boards will be on the agenda.
Finally in AOB, we were told about the Government consultation on planning policy relating to requiring planning permission to convert a family home to an HMO. Newcastle Council supports this and will be submitting their support. Various groups can comment on this consultation, including residents' groups and individual residents. This would be a very useful piece of legislation for Jesmond and for us in Fern Ave, so if anyone would like to comment, and the more the better I suspect, you can find it all at
